It'd be a tight fit, but it's close. I counted one of the roads next to it, and it's at least 15 parking spaces long. It's also 10x6. You need 14 lines of 15 spaces to get to 210 spots, which I don't think quite works, but it'd easily fit in two floors under the footprint of the building.

In any event I think you should definitely make a bug report on the Paradox Forum because I think there is definitely an issue where vehicles are attached to an asset and then the asset is moved. Simply place the roads, and then plop the garage buildings. There is a little video link to give you an idea how these are supposed to be used. I separated my garages into 3lvl, 6lvl and 8lvl downloads to make things manageable for you. For example, if you only want 6 level garages, you don't have to download the others.
